Executive Director of Technology Appointment 

The Board approved the appointment of Mr. Chris Bell as Executive Director of Technology Services. With more than two decades of experience leading innovative K–12 technology initiatives, Mr. Bell brings a wealth of strategic and operational expertise to the role. He will start on July 1, 2025. A full news release with additional background will be shared soon.
English Learner Master Plan

The Board approved the revised English Learner (EL) Master Plan. This updated plan serves as a comprehensive guide for how HBCSD supports English learners in becoming proficient in English and achieving academic success.

The updated EL Master Plan includes:
  • Student identification and placement
  • Instructional support and curriculum alignment
  • Staff training and professional development
  • Parent involvement
  • Program monitoring and evaluation

Developed in alignment with the District’s Local Control Accountability Plan (LCAP) and Title III Improvement Plan, the revised version reflects current state guidelines and was reviewed and approved by the District English Language Advisory Committee (DELAC) on June 4, 2025.
Local Control And Accountability Plan (LCAP)

The Board approved the 2025–26 Local Control and Accountability Plan (LCAP) for recommended approval. This annual plan outlines districtwide goals, actions, and investments to support student achievement, equity, and well-being.

The LCAP was developed through extensive engagement with the HBCSD community, including:
  • Input from families, staff, and students via a ThoughtExchange survey
  • Review and planning by an 18-member LCAP Advisory Committee
  • Feedback from labor groups, PTA/PTSA presidents, DAC/DELAC representatives, and District leadership

The plan outlines goals for all students and specific student groups, as well as how resources—especially those targeted at English learners, low-income students, and foster youth—will be utilized to enhance or improve services.

The LCAP is publicly available for review and comment on the District website. 
ESSA Federal Addendum

The Board approved the ESSA Addendum, which outlines how HBCSD aligns federal funds (Titles I–IV) to support the needs of underserved students and enhance districtwide goals under the LCAP. These funds supplement services in instruction, language development, and student wellness. 
Adoption of the 2025–26 All Funds Budget

The Board approved the adoption of the 2025–26 All Funds Budget. The budget is publicly available and can be accessed on the District's website.
The budget was developed using the Governor’s May Revision, guidance from the Orange County Department of Education, and reflects the District’s Community Funded status for 2025–26.
In accordance with state law, any significant updates required after the state budget is finalized will be made within 45 days.
Increase of Hours for Library-Media Technicians and Health Clerks

The Board approved the increase in the hours of Library-Media Technicians from 30 to 40 hours per week and Health Clerks from 20 to 27.5 hours per week, starting in the 2025–26 school year. This adjustment, outlined in a Memorandum of Understanding (MOU) with CSEA Chapter 316, supports staff retention and recruitment.
2025–26 Strategic Priority Goals

The Board approved the 2025–26 strategic priority goals, which align with the District’s 5-year strategic plan adopted in 2022. These goals reflect continued focus in key areas and incorporate Board feedback from the June 10 meeting.
